Hospital Community Benefit Reporting Instructions Workgroup

HSCRC updated the hospital community benefit reporting requirements for fiscal year (FY) 2021, with mandatory reporting on the new data elements beginning for FY 2022. After reviewing the results of the FY 2022 reporting, Commissioners directed staff to convene a short-term technical working group to review reporting instructions in the following areas: 

  • ​Indirect Cost Ratios- Noting wide variation and many hospitals reporting very high ratios, review and refine the methodology for calculating indirect cost ratios and consider whether caps are needed.
  • CHNA-Aligned Spending- Noting wide variation across hospitals in the percentage of HCB expenditures directed toward CHNA initiatives, review the criteria hospitals are using to determine whether expenditures are CHNA-related and determine whether additional guidance is needed.
