Completed Workgroups

​The HSCRC engages a wide range of stakeholders to inform the policymaking process.  While some Workgroups are ongoing, others provide temporary guidance on specific policy issues.

The Advisory Council met throughout 2016 to provide senior-level stakeholder input on the long-term vision for Maryland’s transformation efforts.​  Information on the Council's activities and its final report can be found here.

The Physician Alignment and Engagement Workgroup made recommendations on how the new hospital payment models should align and engage with physicians and other health care providers in partnership with patients to achieve the goals of the new model.  Information on this workgroup's activities and its final report can be found here.

The Care Coordination Workgroup discussed investing in care coordination efforts to support the new Maryland All-Payer Model.  Information on this workgroup's activities and its final report can be found here.

The Data and Infrastructu​re Workgroup developed recommendations on the data and infrastructure requirements needed to support oversight and monitoring of the new All-Payer Model.  Information on this workgroup's activities and its final report can be found here.

The Task Force on Maryland Maternal and Child Health Workgroup established strategies and goals to develop and fund an action plan that will produce long-term population health improvements for mothers and children. Information on this workgroup's activities and its final report can be found here.

The Consumer Standing Advisory Committee met until 2020 to ensure the consumer persepctive is reflected and remains central to the Total Cost of Care Model. Information on this workgroup's activities can be found here.

The Workgroup on Hospital Payment Plan Guidelines met from January to Febraury 2022 to discuss and review developed guidelines for hospital income-based payment plans. Information on this workgroup's activities can be found here. 

The Care Transformation Steering Committee met until 2020 to discuss how the Health Services Cost Review Commission (HSCRC) can support hospital's care transformation work. Information on this workgroup's activities and materials can be found here.​

The Hospital Free Care Refunds Workgroup met in the beginning of 2024 to review draft materials regarding Chapter 310 (House Bill 333) which requires hospitals to provide refunds to individuals who paid for hospital services received in any year between 2017 and 2021 and were eligible, at the time of service, for free care from the hospital under Maryland law relating to hospital financial assistance.​ Information on this workgroup's activities and materials can be found here.​

Help Stop Fraud in State Government

The Maryland General Assembly’s Office of Legislative Audits operates a toll-free fraud hotline to receive allegations of fraud and/or abuse of State government resources. Information reported to the hotline in the past has helped to eliminate certain fraudulent activities and protect State resources.
